Borough Clerk

The Borough Clerk is appointed by the Mayor and Council. The Borough Clerk must hold a Registered Municipal Clerk Certification issued by the State of New Jersey. The Clerk serves as the Secretary to the Governing Body, prepares meeting agendas, records the minutes of the Council meetings, which are permanent documents, and processes resolutions and ordinances adopted by the Council pursuant to State Statues.

The Borough Clerk is the Custodian of the Municipal Seal, maintains custody of all minutes, books, bonds, contracts, archival records of the municipality and is the Assessment Search Official. The Clerk also acts as liaison to the public, correspondent on behalf of the Governing Body, and represents the Borough’s interest in relations with Federal, State, and local units of government.

As the Election Official, The Borough Clerk accepts voter’s registration applications, issues and receives nominating petitions for Borough elective positions, conducts local elections and certifies the election results.

The Borough Clerk issues the following licenses: Raffle and Bingo; limousine and towing and various annual liquor licenses. The office also notarizes documents for the public at no charge.

Mrs. Foy is dedicated to exceeding the customer service expectations of the Residents, Governing Body and Borough Staff. Her door is always open to anyone needing assistance.

Primary Voter registration forms are available in the Borough Clerk’s office.  
Office hours are Monday through Friday 8:30 A.M. – 4:30 P.M.
1st Tuesday after 1st Monday in June

General Election 1st Tuesday after first Monday in November 
Districts 1, 2, 3 at Civic Center
Districts 4 & 5 at Carlstadt Public School Cafeteria

Voter Registration deadline is 29 days before Election.

Absentee For School election – not less than 7 days prior to election*
Absentee For Primary – (same as above)*

*Absentee Ballot applications by mail.
